About the role
OpenGov, a leader in AI and ERP solutions for US local and state governments, seeks a Manager, HR Technology to own the administration and continuous improvement of its global HR tech stack. Based in Pune, India, this player-coach role leads a team of administrators while providing hands-on Workday support and partnering with stakeholders across HR, IT, and Payroll. The position ensures reliable, compliant systems that support the full employee lifecycle from hire to retire.
What you’ll do
- Lead, mentor, and grow a team of HR application administrators, managing workload and priorities
- Provide hands-on techno-functional expertise and configuration across the Workday suite
- Own the technical relationship with Ashby (ATS) and oversee integration health and workflows
- Administer and support the employee engagement survey platform, including survey launches and data management
- Partner with stakeholders globally to evaluate business needs and recommend system-based solutions
- Design, develop, and deploy reports and dashboards to support business initiatives
- Share responsibility for HR data governance and partner with architects on integration architecture
- Ensure HR systems and processes support compliance requirements across US and India geographies
What you’ll bring
- Bachelor’s degree or equivalent experience
- 8+ years progressive HR technology/HRIS functional and technical experience
- 2+ years direct people-management experience leading a technical or functional team
- 3+ years Workday administration/configuration experience across multiple modules
- Proficiency with Workday report writing
- Experience administering an ATS (Ashby preferred) and engagement platform (CultureAmp preferred)
- Working knowledge of HR system integrations and data flows into ERP (NetSuite or comparable)
- Familiarity with agile methodologies and Atlassian tools (Jira, Confluence)

- Workday certifications or training courses/seminars
- Experience with NetSuite or comparable ERP administration
- Experience using Google Workspace
