State Program Lead

About the role

EAII Advisors, Evidence Action's technical partner in India, supports state governments in delivering evidence-based public health programs. This role leads the establishment and scale-up of the India Safe Water program in Bihar, combining technical expertise with senior government engagement. Based in Patna, this is an on-site position requiring significant travel across the state.

What you’ll do

• Own and lead the Bihar state program from establishment through implementation to scale-up
• Provide technical expertise on water disinfection, distribution systems, and water quality monitoring
• Serve as primary point of contact for senior state government officials and stakeholders
• Manage and facilitate data collection to guide decisions and identify best practices
• Lead and manage a distributed state team, including HR requirements and mentorship
• Oversee installation, operation, and maintenance of water treatment devices by contractors
• Own the state program budget, forecasting, and tracking expenditure against plan
• Contribute to new-state launch playbooks and document implementation approaches

What you’ll bring

• Graduate or postgraduate degree in Civil/Environmental Engineering, Water Resources, Public Health, or related field
• 15+ years of progressive experience in the WASH sector
• At least 5 years leading water and/or health initiatives
