About the role
PATH is a global nonprofit dedicated to achieving health equity. The Program Officer- Digital Health (Technical) will support the Government of Andhra Pradesh as a technical assistance partner to advance the Ayushman Bharat Digital Mission (ABDM). Responsibilities include leading ABDM-enablement of digital health solutions, providing on‑ground technical support to healthcare facilities, assisting IT vendors with system integration and API testing, ensuring compliance with data exchange standards, supporting sandbox and live environment testing, performing technical validation, coordinating state‑level technical review meetings, organizing trainings, maintaining documentation, monitoring integration status, and identifying use cases to accelerate adoption. The role requires a Bachelor or Master degree in Computer Science, Information Technology, Health Informatics, or a related field, 7‑8 years of professional experience in digital health, healthcare IT, system integration, and technology implementation, prior experience with state or district government health IT projects, and hands‑on experience with health data standards such as HL7, FHIR, and ABDM frameworks. Technical skills include API integration, REST/SOAP, programming in Python or Java, EHR/EMR systems, HMIS, and data visualization tools like Tableau or Power BI. Fluency in English is required; knowledge of Telugu is an added advantage.
What you’ll do
- Lead and facilitate the ABDM-enablement of digital health solutions in alignment with the national ABDM architecture and guidelines, working in close coordination with the National Health Authority (NHA), state health department, digital solution providers, and healthcare institutions.
- Provide hands‑on, on‑ground technical support to healthcare facilities (both public and private) for onboarding and implementing ABDM-enabled solutions.
- Assist facilities and IT vendors in system integration, conducting API testing, troubleshooting issues related to ABHA generation, HFR/HPR entries, and overall interoperability with ABDM.
- Ensure that deployed systems are compatible with ABDM specifications including consent architecture, data privacy requirements, and secure health information exchange.
- Support and guide the technical sandbox and live environment testing, ensuring solutions are certified and production‑ready.
- Perform technical validation and demonstrate interoperability between ABDM-enabled solutions to ensure seamless data exchange.
- Participate in and coordinate state‑level technical review meetings, contributing technical insights, progress updates, and risk mitigation strategies.
- Organize and conduct specialized technical trainings and capacity‑building sessions for health facility staff, IT teams, vendors, and other implementation stakeholders, as required to strengthen understanding and execution of ABDM activities.
- Act as a liaison between the state health department, healthcare providers, system integrators/digital solution vendors to ensure a collaborative and effective implementation approach.
- Maintain documentation of technical workflows, training materials, SOPs, and support resources to facilitate sustainable and scalable deployment.
- Monitor the status of ABDM integration across facilities, flag challenges early, and support corrective actions to maintain momentum and quality of implementation.
- Identify use cases to accelerate adoption of ABDM-enabled digital solutions.
What you’ll bring
- Bachelor or Master degree in Computer science, Information Technology, Health Informatics, or any other relevant technical field.
- Minimum of 7-8 years of professional experience in technical roles across digital health, healthcare IT, system integration and technology implementation.
- Prior experience working with state/district government departments or health IT projects, particularly ABDM or similar initiatives is highly desirable.
- Hands on experience with health data standards (e.g., HL7, FHIR) and familiarity with ABDM frameworks, registries (ABHA, HFR, HPR), and data privacy regulations.
